Our infection prevention and control inspections look at how well people using a service are kept safe from the spread of infections. The registered manager provided effective leadership in the home. At this inspection we found improvements had been made with respect to gaining people’s consent and adherence to the MCA 2005; the previous breach of regulation had been met. Following the inspection in January 2017 we gave the service a quality rating of ‘Requires improvement’. We saw good communication between staff and people they were supporting. It was evident that staff knew people well and had the skills and approach needed to ensure people received the care they needed.

The home provides accommodation for up to 53 people, across four units, who need nursing and personal care.

The house has a large garden to the rear of the home with seating area. We had some discussion how this could be further improved by evidencing assessment around individual key decisions; this would meet best practice and follow the principles of the MCA. Scarisbrick Hotel is perfectly located for both business and leisure guests in Sefton. The hotel offers guests a range of services and amenities designed to provide comfort and convenience.
Only slightly further afield is the natural beauty of North Wales, the Lake District and the Peak District. Our activities coordinator works closely with all the residents to provide a wonderful array of day trips for residents throughout the year, to suit all interests and levels of mobility. You can see what action we took with the provider at the back of the full version of the report. Activities were organised in the home and these were appreciated by the people living at Elm House.

People's needs were assessed and care and treatment was planned and delivered in line with their individual care plan. Elm House provides nursing care for up to 30 people in a residential area of Southport. We carried out an unannounced comprehensive inspection of this service on 4 January 2017.We found a breach of regulation regarding consent to care and treatment for people living at Elm House. When people were unable to consent, the principles of the Mental Capacity Act were not always followed, in that assessments of the person’s mental capacity was not made based on individual decisions. The house has a large garden to the rear of the home with seating areas.We found the following examples of good practice. All bedrooms have en-suite facilities and are situated over four floors.
Care documents were individualised so staff had the information they needed to provide care and support to people in accordance with their needs and wishes. People living at the home and relatives told us they were involved with their plan of care and this was reviewed with them when needed. The Care Quality Commission is the independent regulator of health and social care in England. It monitors and inspects services, to make sure they are safe, effective and provide high-quality care. The philosophy of Elm House is to provide a full care package for elderly people, and to ensure it is offered with dignity, privacy, companionship and comfort. Our chefs use our location in the Lancashire farming community to use locally sourced fresh produce daily to compliment a menu that makes mealtimes at Elm House something to truly look forward to.
Specialisms and services
Staff received a good standard of training and attended supervision meetings and appraisal. This enabled them to meet the needs of the people they were supporting. Complaints received had been investigated and responded to in accordance with the service’s policy. ¿ We observed staff to be wearing the correct personal protective equipment throughout the inspection.
The Scottish Care Inspectorate is the official regulator for care services in Scotland. Every registered care provider in the UK can claim a free listing on Autumna. However, a paid subscription allows more information to be added and as a result a higher profile score. Residents are able to enjoy views of the local park and bowling green, alongside the beauty of the carefully landscaped gardens belonging to the home. The service was making increasing use of technology to aid communication and safety.
Equipment was dirty and there was no planned cleaning of hoists, commodes or beds. The other areas in the home including the kitchen, people’s bedrooms, dining room and lounge area were clean and were included in daily and monthly cleaning schedules. Cleaning schedules we looked at detailed the tasks to be undertaken on each floor of the home. We found doors to three store rooms were wedged open, one with a wheelchair.
We saw people’s dietary needs were managed with reference to individual needs. There were enough staff on duty to help ensure people’s care needs were consistently met. The ratings from the previous inspection were displayed as required in the care home and on the provider’s (owner’s) website. Medicines were stored and administered safely to people living at the service. People were encouraged to administer their own medicines where appropriate. – there are some services which we can’t rate, while some might be under appeal from the provider.
The registered manager was able to evidence a series of quality assurance processes and audits carried out internally. These had been effective in developing and maintaining existing standards in the home and were based on getting feedback from the people living there. However, during the inspection we found areas that need addressing and further development; the existing auditing processes had not been sufficiently developed to encompass these areas.
